According to this page, February is also the month we celebrate cherries, grapefruit, embroideries, snack foods, bird feeding, responsible pet owners, international friendships, children’s dental health, heart disease, American history, and black history.
Well, all I can say is that if everyday isn’t “return your shopping cart day” for you, you (and I mean the generic you even though it covers like 75% of the population) are a first class a-hole. It would take you all of about 30 seconds to put your shopping cart in one of the return areas where it won’t ding someone else’s car.

Except if I leave my shopping cart out, it will force grocery stores to hire more people to put the shopping carts back, reducing unemployment. I’m pretty sure that’s how the economy works.
(it’s sad that this kind of reasoning actually gets implemented into policy. See: New Jersey’s mandetory law prohibiting you from pumping your own gasoline.)
