It’s good to know that Borjas agrees that the flow problem must be solved first (as I argued in a comment posted yesterday). Given the political urgency to deal with the draft bill, Borjas should have argued for his own proposal to solve the flow problem, while insisting to postpone consideration of the stock problem. As I said yesterday, it is a big challenge to design a guest worker program that is large, generous (few restrictions) and easy to enforce.
