What the hell is “wisdom for crowds?” Were they just making something up? It gets a google count of zero.
Is this a statement about how English people fall back on top-down administrative prejudices when they’re confronted with something they’ve never heard of?
I also don’t get the “”wisdom for crowds” bit.

“Wisdom for crowds” means Whitehall knows best.
