Is there a government anywhere that doesn’t spring taxes on the middle- and low-income groups by surprise? Even Singapore didn’t dare to do it – it waited until just after an election – so who does?
Being willing to take on civil servants is already the height of “seriousness” as far as rhetoric can be expected to go, I suspect.
