I think you need to make a distinction between older and newer cities.
Another factor is the sun. When you consider a daily commute, it's always more comfortable to live to the east of where you work, otherwise you're driving into the sun both to and from work. In new cites, like Phoenix and Las Vegas, the wealth has gone to the east.
Another factor is that with weather from the west, cities built on large bodies of water would prefer a lee shore. This makes expansion to the east difficult.
1. Suburbs with directions in their names in general seem to be poorer as well. East St. Louis, West Memphis, North Charleston, all undesirable.
