He bypassed the Department of Health, Education and Welfare’s (HEW) Division of Biologic Standards and contacted the heads of the six U.S. vaccine manufacturers directly. Who do drug makers fear will sue them if they use factories built by US tax dollars to produce new vaccines for novel viruses sold under Federal law that pays all claims of harm from vaccines from a US taxpayer funddd liability insurance fund?

"The National Childhood Vaccine Injury Act (NCVIA) of 1986 (42 U.S.C. §§ 300aa-1 to 300aa-34) was signed into law by United States President Ronald Reagan as part of a larger health bill on November 14, 1986. NCVIA's purpose was to eliminate the potential financial liability of vaccine manufacturers due to vaccine injury claims[1] in order to ensure a stable market supply of vaccines, and to provide cost-effective arbitration for vaccine injury claims.[2] Under the NCVIA, the National Vaccine Injury Compensation Program (NVICP) was created to provide a federal no-fault system for compensating vaccine-related injuries or death by establishing a claim procedure involving the United States Court of Federal Claims and special masters.[1][3] As of October 2019, $4.2 billion in compensation (not including attorneys' fees and costs) had been awarded.[4]"

"At a cost to date of nearly $670 million, the Department of Health and Human Services and the Pentagon awarded contracts beginning in 2012 and 2013 to build and expand the four manufacturing complexes. Proponents said the sites would work with three private companies and one university to deliver emergency medicines and treatments, including flu vaccine, for both the military and civilians.

A Defense Department statement on Sept. 1, 2011, said its plant, which was eventually located in Alachua, Fla., would provide medical countermeasures and meet the military’s needs with “capabilities to rapidly respond” to “emerging and genetically engineered infectious disease outbreaks.’’

The three new HHS-backed sites — in Baltimore; College Station, Tex.; and Holly Springs, N.C., — would use modern “vaccine technologies that have the potential to produce vaccines for not only pandemic influenza but also other threats more quickly and in a more affordable way,’’ according to an agency news release on June 18, 2012."

Congress authorized this funding, plus billions more to speed development of and production of new vaccines. The money Congress authorizes goes mostly to the private sector based on the private sector claiming there is no profit in developing and producing vaccines without government guarantees of huge sales of vaccines.

Just as animal pancreas from slaughterhouses is virtually non-existent for producing insulin, thanks to the "folly" of Eli Lily decades ago in seeking to destroy their superb high quality ultra pure animal insulin market dominance, eggs should be completely eliminated from the production of vaccines.

All people like Hilleman need to do today is hire workers to design vaccines and to run factories paid for by US taxpayers and deliver a hundred million or so doses to the US government for a big risk free check. No risk of lawsuits, except for defrauding the US taxpayers with lies. Telling the truth in exchange for billions in cash from US taxpayers is risk free, even when telling the truth about failing. Look at all the billions the military contractors get over and above previous contract billions when they fail to deliver as promised, slowly justifying their reasons for failing to Congress. And a good portion of this vaccine production capacity is for the military for national defense "to keep Americans safe".

1940s: Thomas Francis, Jr., MD and Jonas Salk, MD serve as lead researchers at the University of Michigan to develop the first inactivated flu vaccine with support from the U.S. Army. Their vaccine uses fertilized chicken eggs in a method that is still used to produce most flu vaccines today. The Army is involved with this research because of their experience with troop loss from flu illness and deaths during WWI. This original vaccine only includes an inactivated influenza A virus.
1940s: First-generation mechanical ventilators become available. These machines support breathing in patients suffering respiratory complications.

No fault liability doesn't mean that the money comes from the taxpayers, it still comes from the vaccine maker, and lots of bogus claims are paid out.

Contacting someone and saying don't kill your roosters isn't bypassing anyone in charge at all. This is akin to saying to manufacturers of ventilators in February I think you should ramp up production because a pandemic is looming. Such a suggestion does not involve bypassing the FDA or CDC or HHS etc in the least.

there were a lotta smart people who wrote the american bar association asking them not to let american trial lawyers kill the vaccine industry but they did it anyway!
