My Conversation with the very very smart David Deutsch

I think this episode came off as “weird and testy,” as I described it to one friend, but I like weird and testy!  Here is the audio, video, and transcript.  Here is one excerpt:

COWEN: How do you think the many-worlds interpretation of quantum mechanics relates to the view that, just in terms of space, the size of our current universe is infinite, and therefore everything possible is happening in it?

DEUTSCH: It complicates the discussion of probability, but there’s no overlap between that notion of infinity and the Everettian notion of infinity, if we are infinite there, because the differentiation (as I prefer to call what used to be called splitting) — when I perform an experiment which can go one of two ways, the influence of that spreads out. First, I see it. I may write it down; I may write a scientific paper. When I write a paper about it and report the results, that will cause the journal to split or to differentiate into two journals, and so on. This influence cannot spread out faster than the speed of light.

So an Everett universe is really a misnomer because what we see in real life is an Everett bubble within the universe. Everything outside the bubble is as it was; it’s undifferentiated, or, to be exact, it’s exactly as differentiated as it was before. Then, as the bubble spreads out, the universe becomes or the multiverse becomes more differentiated, but the bubble is always finite.

COWEN: How do your views relate to the philosophical modal realism of David Lewis?

DEUTSCH: There are interesting parallels. As a physicist, I’m interested in what the laws of physics tell us is so, rather than in philosophical reasoning about things, unless they impinge on a problem that I have. So yes, I’m interested in, for example, the continuity of the self — whether, if there’s another version of me a very large number of light-years away in an infinite universe, and it’s identical, is that really me? Are there two of me, one of me? I don’t entirely know the answer to that. It’s why I don’t entirely know the answer to whether I would go in a Star Trek transporter.

The modal realism certainly involves a lot of things that I don’t think exist — at least, not physically. I’m open to the idea that nonphysical things do exist: like the natural numbers, I think, exist. There’s a difference between the second even prime, which doesn’t exist, and the infinite number of prime numbers, which I think do exist. I think that there is more than one mode of existence, but the theory that all modes of existence are equally real — I see no point in that. The overlap between Everett and David Lewis is, I think, more coincidental than illuminating.

COWEN: If the universe is infinite and if David Lewis is correct, should I feel closer to the David Lewis copies of me? The copies or near copies of me in this universe? Or the near copies of me in the multiverse? It seems very crowded all of a sudden. Something whose purpose was to be economical doesn’t feel that way to me by the end of the metaphysics.

DEUTSCH: It doesn’t feel like that to you. . . . Well, as Wittgenstein is supposed to have said (I don’t know whether he really did), if it were true, what would it feel like? It would feel just like this.

COWEN: Are we living in a simulation?

DEUTSCH: No, because living in a simulation is precisely a case of there being a barrier beyond which we cannot understand. If we’re living in a simulation that’s running on some computer, we can’t tell whether that computer is made of silicon or iron, or whether it obeys the same laws of computation, like Turing computability and quantum computability and so on, as ours. We can’t know anything about the physics there.

Well, we can know that it is at least a superset of our physics, but that’s not saying very much; it’s not telling us very much. It’s a typical example of a theory that can be rejected out of hand for the same reason that the supernatural ones — if somebody says, “Zeus did it,” then I’m going to say, “How should I respond? If I take that on board, how should I respond to the next person that comes along and tells me that Odin did it?”

COWEN: But it seems you’re rejecting an empirical claim on methodological grounds, and I get very suspicious. Philosophers typically reject transcendental arguments like, “Oh, we must be able to perceive reality, because if we couldn’t, how could we know that we couldn’t perceive reality?” It doesn’t prove you can perceive reality, right?

COWEN: A few very practical questions to close. Given the way British elections seem to have been running, that the Tories win every time, does that mean the error-correction mechanism of the British system of government now is weaker?

DEUTSCH: No. Unfortunately, the — so, as you probably know, I favor the first-past-the-post system in the purest possible form, as it is implemented in Britain. I think that is the most error-correcting possible electoral system, although I must add that the electoral system is only a tiny facet of the institutions of criticism and consent. In general, it’s just a tiny thing, but it is the best one.

It’s not perfect. It has some of the defects of, for example, proportional representation. Proportional representation has the defect that it causes coalitions all the time. Coalitions are bad.

COWEN: You have a delegated monitor with the coalition, right? With a coalition, say in the Netherlands (which is richer than the United Kingdom), you typically have coalition governments. Some parties in the coalition are delegated monitors of the other parties. Parties are better informed than voters. Isn’t that a better Popperian mechanism for error correction?

I also tried to sum up what I think he is all about, and he reacted with scorn.  That was an excellent part of the conversation.  And here is a good Twitter thread from Michael Nielsen about the Conversation.

How would actual alien spacecraft influence asset prices?

Primarily as an exercise, I thought about that question for a while, and here is part of my answer in a Bloomberg column:

If you know you are being watched, what exactly do you wish to buy more of? I would bet on defense stocks to rise, whether or not there is much we can do to defend ourselves against this alien presence.

Of course investors could not be sure that these alien drone probes will merely observe us forever. They might be observing with the purpose of rendering judgment. If they are offended by our militaristic tendencies, the quality of our TV shows and our inability to adopt the cosmopolitan values of “Star Trek” over the next 30 years, maybe they will zap us into oblivion. But that kind of systematic risk is hard to insure against. After such an act of obliteration, neither gold nor Bitcoin will do you any good.

My main prediction is that alien UFOs will be bullish for the dollar. The U.S. government seems most closely connected to the UFO phenomenon, for whatever reason. (Maybe its pilots fly more sallies and record better data?) In any case, if alien UFOs become more likely, an informational advantage would accrue to the federal government. And the dollar already has a tradition as a safe haven currency…

Most of us would get used to the idea of alien presence without quite believing in it. As The New Yorker makes clear, many Americans believed in alien-origin UFOs after World War II, as did many American policymakers. It might have spurred greater interest in the space program and science fiction, but it didn’t affect most aspects of American life, nor did it seem to drive markets.

Never underestimate the capacity of markets, like humans, to adapt. Just as many of the strangest parts of our lives can come to seem normal, so Wall Street can find a way to do business with just about anybody — aliens included.

I do full, literally mean everything stated in the column.  But the piece also has (at least) two esoteric meanings — can you guess what they are?

How rational was Spock?

[Julia] Galef was curious to see exactly how often these predictions pan out. “I went through all of the Star Trek episodes and movies—all of the transcripts that I could find—and searched for any instance in which Spock is using the words ‘odds,’ ‘probability,’ ‘chance,’ ‘definitely,’ ‘probably,’ etc.,” she says. “I catalogued all instances in which Spock made a prediction and that prediction either came true or didn’t.”

The results, which appear in Galef’s new book The Scout Mindset, are devastating. Not only does Spock have a terrible track record—events he describes as “impossible” happen 83 percent of the time—but his confidence level is actually anti-correlated with reality. “The more confident he says he is that something will happen—that the ship will crash, or that they will find survivors—the less likely it is to happen, and the less confident he is in something, the more likely it is to happen,” Galef says.

Spock’s biggest weakness is his failure to understand that other people don’t always behave “logically.” He also makes no attempt to update his approach, even when his mistakes get his crewmates killed.

My Conversation with the excellent Dana Gioia

COWEN: Why is Olaf Stapledon an important writer?

GIOIA: It’s not a question I expected.

COWEN: How could you not expect that?

GIOIA: Well, first of all, I hope people know who Olaf Stapleton was. Tremendously influential, rather clumsy, visionary, early science fiction writer who wrote novels like Odd John and the First and Last Man. What Olaf Stapleton did was I think he was the first really great science fiction writer to think in absolutely cosmic terms, beyond human conceptions of time and space. That, essentially, created the mature science fiction sensibility. If you go even watch a show like Expanse now, it’s about Stapledonian concerns.

COWEN: He was also a Hegelian philosopher, as you know. My friend Dan Wang thinks Last and First Men is better than Star Maker. Though virtually all critics prefer Star Maker.

GIOIA: Michael Lind, the political writer, and historian, Stapledon is one of his formative writers. Star Maker is kind of an evolution of the Last and First MenOdd John is kind of the odd, the first great mutant novel.

Definitely recommended.  And I am very happy to recommend Dana’s latest book (and indeed all of his books) Studying with Miss Bishop: Memoirs from a Young Writer’s Life.

If UFOs are alien beings, are they just doing mood affiliation in visiting us?

Robin Hanson has a long and very interesting blog post on that question.  The point is not to argue that the UFOS are alien beings of some kind, but rather if they were which kinds of theories might help us understand them? Here is just part of Robin’s much longer take:

If the main block to believing in UFOs as aliens is a lack of a plausible enough social theory of aliens, then it seems a shame that almost no one who studies UFOs is a social science theorist. So as such a person, why don’t I step in and try to help? If we can find a more plausible social theory, we could become more willing to believe that UFOs are aliens…

Stylized fact #2: Aliens are rare and self-limited, and yet are here now.

Indirection –  We can think of a number of plausible motives for rare limited aliens to make an exception to visit us. First, they may fear us as rivals, and so want to track us and stand ready to defend against us. Second, if their limitation policies are intentional, then they’d anticipate our possibly violating them, and so want to stand ready nearby to enforce their limitation policies on us.

In either of these two cases, aliens might want to show us their power, and even make explicit threats, to deter us from causing problems. And there’s the question of why they don’t just destroy us, instead of waiting around. Third, independent alien origins could be a rare valuable datapoint about far-more-capable aliens who they may fear eventually meeting. In this case they’d probably want to stay hidden longer.

My best bet is this.  The vehicles would be “unmanned” drone probes, if only because the stresses of long trips through space would keep the actual alien beings close to home.  So the relevant social science question is what kind of highly generalized software instructions you would give such drones.  “Seek out major power sources, including nuclear, and seek out rapid flying objects, and then send information back home” would be one such set of instructions roughly compatible with the stylized facts on the ground (or in the air).  Of course the information sent back to alien worlds will not be arriving for a very, very long time, so long that the concrete motives of the aliens may not be the major consideration.  Collecting the information about other planets across some very long time frame might simply seem worthwhile, relative to the cheap cost of the drone probes.  It reminds me a bit of that “put the DNA of all the species on the moon” project we have started, or those seed banks up in the Arctic.  Why exactly did we do it?  Why not I say!?  And yet most humans do not even know those projects are going on.

A further generalized software instruction would be “if approached or confronted, run away fast.”  Indeed that is what those flying vehicles seem to do.

The drone probes do not destroy us, because of Star Trek-like reasons: highly destructive species already have blown themselves up, leaving the relatively peaceful ones to send drones around.  The drones probably are everywhere, in the galactic sense that is.  Yet given the constraints imposed by the speed of light, it is difficult to do much with them that is very useful to the decision-makers that send (sent?) them out.  So the relevant theory is one of how advanced civilizations allocate their surplus when there is a lot of discretion and not much in the way of within-lifetime costs and benefits to determine a very particular set of plans and goals.  Not even for the grandkids.

In this hypothesis, of course, you have to be short immortality.  And short usable wormholes.

By the way, don’t those photos of the drone probes make them look a bit like cheap crap?  No tail fins, no “Close Encounters of the Third Kind” music signature, no 3-D holograms, just a superfast vehicle.  Like something a second-rate alien non-profit picked up at the local Walmart and sent off into space en masse with solar-powered self-replication.  Which is consistent with the view of them being a discretionary resource allocation stemming from projects with fairly fuzzy goals.

A problematic question for any theory is whether competing drone navies have come to visit us, and if so are they fighting over the spoils?  Colluding?  Hiding from each other?  Or what?  If aliens are afoot, why should it be only one group of them?  That would seem strange, as in most things there are multitudes, at least speaking in Bayesian terms.  Aren’t there at least both Klingon probes and Romulan probes, maybe Federation probes too.

Robin’s hypothesis, that they are elatively local panspermiacs, who feel some stake in us, appeals to me.  Bayesian logic suggests in any case that the chance of us having resulted from panspermia is pretty high; there are lots of baby civilizations for each parent, so why deny you are probably a baby?

Perhaps our visitors are exercising some “mood affiliation” in wishing to visit and record us!  They could be the parents, or perhaps another baby civilization.

Of course since the photos are of such poor quality, and since there is no corroborating evidence of any kind, these UFO sightings probably are not of alien creations, so all of this is pure fantasy anyway.

*The Trouble with Tribbles*

Yes, another Star Trek episode.  This one was striking for its explicit Malthusianism (!).  The tribbles increase “arithmetically,” to use Malthus’s term — Spock notes that one tribble (bisexually) breeds on average ten tribbles a mere twelve hours later.  And what is it that the tribbles end up doing?  Trying to eat away a fixed supply of grain.  Yes, grain.  Might the tribbles exercise Malthusian moral restraint by opting for a later age of marriage and reproduction?  No, they are born pregnant.  Again, as Malthus suggests, a plague (poisoning) intervenes.

New CRISPR-based COVID-19 test uses smartphone cameras to spot virus RNA

This one brings us closer to the Star Trek medical universe:

Scientists at UC Berkeley and Gladstone Institutes have developed a new CRISPR-based COVID-19 diagnostic test that, with the help of a smartphone camera, can provide a positive or negative result in 15 to 30 minutes. Unlike many other tests that are available, this test also gives an estimate of viral load, or the number of virus particles in a sample, which can help doctors monitor the progression of a COVID-19 infection and estimate how contagious a patient might be.

“Monitoring the course of a patient’s infection could help health care professionals estimate the stage of infection and predict, in real time, how long is likely needed for recovery and how long the individual should quarantine,” said Daniel Fletcher, a professor of bioengineering at Berkeley and one of the leaders of the study…

The new diagnostic test takes advantage of the CRISPR Cas13 protein, which directly binds and cleaves RNA segments. This eliminates the DNA conversion and amplification steps and greatly reduces the time needed to complete the analysis.

“One reason we’re excited about CRISPR-based diagnostics is the potential for quick, accurate results at the point of need,” [Jennifer] Doudna said. “This is especially helpful in places with limited access to testing or when frequent, rapid testing is needed. It could eliminate a lot of the bottlenecks we’ve seen with COVID-19.”

In the test, CRISPR Cas13 proteins are “programmed” to recognize segments of SARS-CoV-2 viral RNA and then combined with a probe that becomes fluorescent when cleaved. When the Cas13 proteins are activated by the viral RNA, they start to cleave the fluorescent probe. With the help of a handheld device, the resulting fluorescence can be measured by the smartphone camera. The rate at which the fluorescence becomes brighter is related to the number of virus particles in the sample.

And:

Now that the CRISPR-based assay has been developed for SARS-CoV-2, it could be modified to detect RNA segments of other viral diseases, like the common cold, influenza or even human immunodeficiency virus. The team is currently working to package the test into a device that could be made available at clinics and other point-of-care settings and that one day could even be used in the home.

“The eventual goal is to have a personal device, like a mobile phone, that is able to detect a range of different viral infections and quickly determine whether you have a common cold or SARS-Cov-2 or influenza,” Fletcher said. “That possibility now exists, and further collaboration between engineers, biologists and clinicians is needed to make that a reality.”

I recall once asking Silvana Konermann: “What am I going to buy at the CRISPR store?”  Well, this is what you are going to buy at the CRISPR store.

Which figures from 1968/1969 look good in retrospect?

Andrew writes to me:

I just wanted to propose a question for your blog, which I’ve read since it launched. Given how the current atmosphere seems a bit like 1968, I was curious who you think comes out of 1968 looking good (or bad) in retrospect. I’m particularly interested in people at universities (my own case), but I’d be curious in general.

A former professor of mine (George Kateb) claimed that my generation (born 1970) was embarrassed by the sixties and I guess particularly by the more radical parts. That’s my impression as well and I assumed that the more radical parts of the sixties and the intellectuals who went along with them would come out looking the worst in retrospect. Is this right? Whose position at the time looks most “correct” today?

It is tough, if only because so many people from both parties then were bad on the Vietnam War issue.  Here are a few who, in my judgment, came out of the era looking good, in no particular order:

1. Kareem-Abdul Jabbar (then Lew Alcindor), Billie Jean-King, and Curt Flood.

2. Bob Dylan: pro-civil rights and anti-war, and for all of his phases he never went in for the bad, crazy stuff.

3. Paul McCartney: universalist, anti-war, neoliberal integrationist, and the saner part of the Beatles.  Some minus points on the drugs front, however.

4. Julian Bond.  And a variety of other civil rights leaders, but MLK not living long enough to “fit” the question as stated.

5. Harry Edwards (who?).

6. Seán Lemass (who?)  Elsewhere across the waters there is Raymond Aron.

7. Marshall McLuhan

9. Lucille Ball

9. Gene Roddenberry and the rest of Star Trek, including the script writers.

10. Thomas Pynchon: So many others look bad, at least he knew not to say too much or to hang around for too long.

11. Ayn Rand.  With qualifications on a number of fronts, but yes.  She was in fact good on the major issues of those years.

12. These people from the Bay Area.  They are not public figures, but still they deserve mention.

Who else?

Notes: Marxists, Maoists, and advocates of violence are not going to win.  There were plenty of excellent economists back then, but most had a different focus than commenting on the major events of those years, and if memory serves (please correct me if I am wrong) Milton Friedman’s very meritorious anti-draft work came slightly later.  I would have to reread the major feminist book authors to pick the best one, but I do mean for at least one to be on the list, I am simply not sure at the moment which one.  Ralph Nader too?  The astronauts?  They knew to keep their mouths shut once they were finished.

Spock’s Brain

The Santa Monica Observer noted the death of soap opera actress Marj Dusay who also appeared as the alien thief in the classic Start Trek episode “Spock’s Brain”:

…The episode is generally regarded by most fans, and those who took part in its production, as the worst episode of the series. William Shatner called this one of the series’ worst episodes, calling the episode’s plot a “tribute” to NBC executives who slashed the show’s budget and placed it in a bad time slot.

Leonard Nimoy wrote: “Frankly, during the entire shooting of that episode, I was embarrassed – a feeling that overcame me many times during the final season of Star Trek.”

…In his book What Were They Thinking? The 100 Dumbest Events in Television History, author David Hofstede ranked the episode at #71 on the list.

The rock band Phish performs a song entitled “Spock’s Brain”

So what? Well here is the part that caught my attention:

The episode was referenced in Modern Principles: Microeconomics by Tyler Cowen and Alex Tabarrok of George Mason University as an example of how it is virtually impossible to have a command economy; in that not even Spock’s brain could run an economy.

In other words, we also thought it was one of the worst episodes ever because of the bad economics. Econ instructors should use our textbook! Where else can you learn about Spock’s Brain and the command economy?

By the way, I’m pretty sure the obit was AI generated but heh the AI did a good job! I am aware of the irony.

What I’ve been reading

Thomas J. Campanella, Brooklyn: The Once and Future City. More detailed than what I am looking for on this topic at 552 pp., but some of you will find this an interesting resource.

Nicholas Lemann, Transaction Man: The Rise of the Deal and the Decline of the American Dream.  Lots of mood affiliation in this one, but the chapter on finance economist Michael Jensen and his longstanding connection with “guru” Werner Erhard is excellent material you cannot find elsewhere.

Tom Segev, A State At Any Cost: The Life of David Ben-Gurion.  I read about one-third of this one.  A fine book, beautifully written, but somehow too much of the material felt familiar given other accounts I had consumed.

Joshua Gans and Andrew Leigh, Innovation and Equality: How to Create a Future That is More Star Trek and Less Terminator.  A very useful 131 pp. introduction to those issues, most of all arguing that a future full of innovation does not have to push inequality to untenable levels.

Matthew Gale and Natalia Sidlina, Natalia Goncharova.  The images in this book I found mind-blowing, claiming a place for Goncharova as one of the very best artists of her time (and what a time for the visual arts it was).

Edward Snowden, Permanent Record.  Starts slow, but an interesting read no matter what you think of him, most of all of how one can step by step be led to actions one did not originally intend.  I thought his own case for what he did was weaker than I had been expecting.  Embedding it in an “the internet used to be so much better” narrative doesn’t help.  Nonetheless, I read through to the end eagerly.

My Conversation with Samantha Power

Samantha Power has a new and excellent book out, The Education of an Idealist: A Memoir, which I very much enjoyed.  And so a Conversation with Tyler was in order, here is the audio and transcript, here is one bit:

COWEN: For a final closing segment, I just have some super simple questions about foreign policy again. Over the course of the last summer, Iran apparently seized two British tankers. There’ve been other incidents in the Strait of Hormuz in some way connected with Iran. From a game-theoretic point of view, why would they do this? Why does this make sense?

POWER: Well, the one thing that they would know that would give them some point of leverage is the extreme war fatigue within the United States, and really within the Western world. So, by upping the stakes, arguably — I mean, who knows why the hell they’re doing what they’re doing?

But by upping the stakes, they arguably could be sending a signal like, “You want to get in this game? It’s not as if we’re an island and you can just break the deal, penalize us gratuitously, penalize the people who are still trying to maintain the terms of the deal, and that there won’t be collateral consequences outside the nuclear space.”

Because the nuclear consequences, as they begin to enrich and violate the terms of the deal — having legitimately argued that we had violated the terms of the deal — the effects of those are not day-to-day effects in the news world. It’s a bit abstract for the public and even for policymakers. It’s an incremental abrogation.

But acts like this show that they have leverage, that they are active militarily in parts of the world where we have a vested interest in maintaining freedom of navigation. So I think they’re showing that they can hit in domains outside the nuclear domain. I think that is probably what they’re doing.

Here is another segment:

COWEN: In which ways do you feel your thought is in some manner still Irish in orientation in a way that would distinguish you from, say, American-born individuals?

POWER: It’s hard to know because I can’t run the counterfactual, so I don’t know what’s just because my mother is a physician and very empathetic toward her patients, and do I learn from that? Or am I moved by having come from a small country, at that time a poor country, that was sending —

COWEN: With a history of oppression, right?

POWER: With a history of oppression, with a history of the dignity of its people being trampled. Is that why I care so much about individual dignity? Again, I can’t run the history a different way.

My Conversation with Paul Krugman

Tyler sat down with Krugman at his office in New York to discuss what’s grabbing him at the moment, including antitrust, Supreme Court term limits, the best ways to fight inequality, why he’s a YIMBY, inflation targets, congestion taxes, trade (both global and interstellar), his favorite living science fiction writer, immigration policy, how to write well for a smart audience, new directions for economic research, and more.

COWEN: In your view, how well run is New York City as an entity?

KRUGMAN: Not very. Compared to what? Actually, I like de Blasio. I actually think he’s done some really good things. What he’s done on education, and even on affordable housing, is actually quite substantial. But the city is so big and the problems are so large that people may not get it.

I will say, it is crazy that you have a city that is so dependent on public transportation, and yet the public transportation is not actually under the city’s control and has clearly been massively neglected. I don’t suffer the full woes of the subway, but I suffer some of them, even myself.

The city could be run better than it is, but it’s certainly not among the worst-managed political entities in the United States, let alone in the world.

COWEN: Will there ever be interstellar trade in intellectual property? You send your technology to a planet far away. It arrives much later, of course. Or you trade Beethoven to the aliens in return for a transporter beam? Can this work? You’ve written a paper that seems to indicate it can work.

KRUGMAN: I wrote a paper on the theory of interstellar trade when I was an unhappy assistant professor. Are there any happy assistant professors? [laughs] I was just blowing off steam. But it’s an interesting question.

COWEN: It could become your most important paper, right? [laughs]

KRUGMAN: We could imagine that there would be some way. We’d have to find somebody to trade with, although it’s the kind of thing — if you try to imagine interstellar trade for real in intellectual property — it’s probably the kind of thing that would be more like government-to-government exchanges.

It sounds like it would be really, really hard, although some science fiction writers are imagining that something like Bitcoin would make it possible to do these long-range . . . I don’t think something like Bitcoin is even going to work here.
