I’ve been on many bus trips in China and this bus isn’t any different than dozens you’ll see on the highways in the bigger cities or hot tourist areas like the Great Wall. It’s probably fairly new, but this is more due to tourism among Chinese being fairly new in China. Also, tour companies compete stiffly in China and one way they compete is by having the newest, cleanest busses. (If it were a nice, shiny _train_, I’d be inclined to agree; Chinese engines and passenger coaches are generally old and icky.)
VIPs would not be in busses. They would be in black Audis or (oddly enough) Buicks.
