So credibility in government statistics in the UK is low enough that the government feels it necessary to put on a dog and pony show to try to convince the public that they aren't actually lying through their teeth all the time. Transparency (in the data) plus bloggers is a better solution to the problem as stated, but since the real goal is is apparently just to improve the public trust while maintaining government control of the oversight mechanism I suppose that wouldn't actually do.

A better title for the paper would have been "Sovereign debt: here today, guano tomorrow"
