Yet another obnoxious product of the disastrous Rendell administration. You'd think that eventually PA voters would understand that it's never a good idea to elect anybody from Philadelphia to statewide offices.

If they REALLY know who I am, why are they offering me a discount? Why don't they just garnishee my wages and get the full amount?

And then the obvious: If they knew who you were, they wouldn't need to advertise their stupid video exposing their collections incompetence pathetically begging people to pay voluntarily in the guise of intimidation.

Because it's easier and cheaper to just give you a discount for coming in voluntarily? Many of the outstanding amounts may be small enough that the cost of any sort of collection effort is much greater than the discounts.

I suppose that the Department of Revenue was tired of PenDoT getting all of the attention.

PA is copying NJ on this. NJ did this last year, I think, and raked in hundreds of millions of voluntary payments without incurring high accounting and legal fees for the state. PA has already budgeted and largely spent $190 million from this effort for this fiscal year.

It's a shout out to the folk that habitually avoid paying taxes. Do it now at a discount before we enact aggressive enforcement measures that may make make it impossible to look the other way in the future.

You wake up. People tend not to cheat on their taxes if they think they are getting value. Wake up and see the tax revolt boiling over in the US. People point to Europe saying our government can spend more. In case you haven't noticed, Europe is unraveling.

I say the free riders are the people who vote tax liabilities into existence for those of us who don't feel like we are getting value from government. That makes me very sympathetic to tax resisters.

Ominous threats against tax cheats and other assorted criminals don't bother me in the slightest. In fact, I'd love to see more ads like this against a variety of criminals and miscreants.

The assault on liberty is the EXCESSIVE TAXATION, WASTEFUL SPENDING, and REDISTRIBUTION by the state.

The real waste of this ad is that the pittance of back taxes they receive will barely dent the budget deficit. Amnesty for the fines is a ripoff for every citizen who paid the tax on time and and lost the economic benefit of that money much sooner than the cheats. Talk about moral hazard!

In San Francisco they're marking sidewalks for mandatory repair to raise money from permits, but they completely ignore tens of thousands of homes with unwarranted work - often illegal and unsafe rental units in garages. They could find dozens of these each weekend by searching on MLS and going to open houses. They could fine every driver who endangers lives with their "California Stops" at intersections.

Maybe if the Feds has such a commercial, Geithner and Daschle would have stepped up sooner.

I'm a bit disturbed that so many of the comments here are glorifying tax cheats.

@William at May, you DO pay your state's sales and use tax on all of your out-of-state and online purchases, correct? And always have, correct?

I'm a bit disturbed that so few of the commenters here seem to not be tax cheats but are merely glorifying tax cheats.

People tend not to cheat on their taxes if they think they are getting value. and are being treated fairly.

When taxes are low and government is small, there is little incentive to cheat. As government grows and taxes go higher, incentives to cheat increase.

And those incentives are multiple, including treating cheating as an act of civil disobedience, feeling ripped off, disliking too-large government, disliking the wars the government wages, feeling that others aren't paying their fair share, a sense that politicians have committed taxpayers to way-too-generous salaries and pensions for public "servants", etc., etc.

In my experience, people have a greater incentive to participate and pay attention to something when they must pay even a small, token, amount for it.

FWIW I think simplification of the tax code would make a bigger impact on lost potential revenue than clamping down on outright cheaters.

Section 1128A(a)(5) of the Act bars the offering of remuneration to Medicare or Medicaid beneficiaries where the person offering the remuneration knows or should know that the remuneration is likely to influence the beneficiary to order or receive items or services from a particular provider. The "should know" standard is met if a provider acts with deliberate ignorance or reckless disregard. No proof of specific intent is required. (See 42 CFR 1003.101.)

A violation of the anti-kickback law is a felony offense that carries criminal fines of up to $25,000 per violation, imprisonment for up to five years and exclusion from government health care programs.The federal anti-kickback statute, 42 U.S.C.§ 1320a-7b(b), prohibits individuals or entities from knowingly and willfully offering, paying, soliciting or receiving remuneration to induce referrals of items or services covered by Medicare, Medicaid or any other federally funded program. For purposes of the anti-kickback statute, "remuneration" includes the transfer of anything of value, directly or indirectly, overtly or covertly, in cash or in-kind

If this were any one person they would be in jail now, if the FBI were called in on this matter they would be in jail now, if the IRS were notified they would be in jail now. Since all Ameri-Choice checks come from the United Health's home office they should be held equally responsible for any bribes, kickbacks, Stark, Fraud and inducements violations that have occured. Federal and State Governments have developed such a depended position with this company that laws and rules no longer apply for them.This role is nothing new for the AmeriChoice people and its been going on for years, look at some of the prior news articles that date back for years only now they can afford to hire the best of Law firms and give the most for Political contributations all on the back of the taxpayer.
