That is the topic of a new Mercatus study by Eileen Norcross.  The five in best shape?:

Alaska, North Dakota, South Dakota, Nebraska, and Florida.

The five in the worst shape are:

Illinois, New Jersey, Massachusetts, Connecticut, and New York
